andthePartyinPowerandthePartyoutofPowercoulddonothingbutmendandpatch,andrevampandcleanseandscour,andoccasionally,inthewildnessofdespair,suggesteventhecuttingofftherebelliouslimbsthatpersistedingrowingbeyondtheswaddlingclothesofitsinfancy。 ItwasacapitalofContradictionsandInconsistencies。AtoneendoftheAvenuesattheresponsibleHighKeeperofthemilitaryhonor,valor,andwar-likeprestigeofagreatnation,withoutthepowertopayhisowntroopstheirlegalduesuntilsomeselfishquarrelbetweenPartyandPartywassettled。HardbysatanotherSecretary,whoseestablishedfunctionsseemedtobethemisrepresentationofthenationabroadbytheleastcharacteristicofitsclasses,thepoliticians,——andonlythenwhentheyhadbeendefeatedaspoliticians,andwhentheirconstituentshaddeclaredthemnolongerworthytobeevenTHEIRrepresentatives。ThisNationalAbsurditywasonlyequaledbyanother,whereinanex- Politicianwasforfouryearsexpectedtoupholdthehonorofaflagofagreatnationoveranoceanhehadnevertempted,withadisciplinetherudimentsofwhichhecouldscarcelyacquirebeforehewasremoved,orhistermofofficeexpired,receivinghisordersfromasuperiorofficerasignorantofhisspecialdutiesashimself,andsubjectedtotherevisionofaCongresscognizantofhimonlyasapolitician。AtthefartherendoftheAvenuewasanotherdepartmentsovastinitsextentandsovariedinitsfunctionsthatfewofthereallygreatpracticalworkersofthelandwouldhaveaccepteditsresponsibilityfortentimesitssalary,butwhichthemostperfectconstitutionintheworldhandedovertomenwhowereobligedtomakeitasteppingstonetofuturepreferment。Therewasanotherdepartment,moresuggestiveofitsfinancialfunctionsfromtheoccasionalextravagancesoreconomiesexhibitedinitspayrolls,——successiveCongresseshavingtakenothermattersoutofitshands,——presidedoverbyanofficialwhoborethetitleandresponsibilityoftheCustodianandDisburseroftheNation’sPurse,andreceivedasalarythatabank-Presidentwouldhavesniffedat。ForitwaspartofthisConstitutionalInconsistencyandAdministrativeAbsurditythatinthematterofhonor,justice,fidelitytotrust,andevenbusinessintegrity,theofficialwasalwaysexpectedtobethesuperioroftheGovernmentherepresented。YetthecrowningInconsistencywasthat,fromtimetotime,itwassubmittedtothesovereignpeopletodeclareifthesevariousInconsistencieswerenotreallytheperfectexpressionofthemostperfectGovernmenttheworldhadknown。AnditistoberecordedthattheunanimousvoicesofRepresentative,Orator,andUnfetteredPoetrywerethatitwas!
