BookOne1。Whatacityis，andwhatthegreatnessofacityissaidtobeAcityissaidtobeanassemblyofpeople，acongregationdrawntogethertotheendtheymaytherebythebetterliveattheireaseinwealthandplenty。Andthegreatnessofacityissaidtobe，notthelargenessofthesiteorthecircuitofthewalls，butthemultitudeandnumberoftheinhabitantsandtheirpower。Nowmenaredrawntogetheruponsundrycausesandoccasionsthereuntothemmoving：somebyauthority，somebyforce，somebypleasure，andsomebyprofitthatproceedethofit。

ThelikethingisdailyatthistimeputintopracticeinBrazil。Thosepeopledwelldispersedhereandthereincavesandcottages（nottocallthemhouses）madeofboughsandleavesofthepalm。Andforasmuchasthismatteroflife，tolivesodispersedly，causeththesepeopletoremaininthatsamesavagemindoftheirs，androughnessofmatterandbehaviour，andbringeththerewithmuchdifficultyandhindrancetothepreachingoftheGospel，totheconversionoftheinfidelsandtheinstructionofthosethattravailpainfully，toconvertthemandtobringthemtoknowledgeandcivility，thePortugueseandJesuitshaveusedextremediligenceandcaretoreduceanddrawthemintosomecertainplacetogethermoreconvenientfortheirpurpose，wherelivinginacivilconversationtheymightmoreeasilybeinstructedintheChristianfaithandgovernedbythemagistrateandministersoftheKing。SothattothispurposeI

9。OfthefruitfulnessofthesoilThesecondcauseofthegreatnessofacityisthefruitfulnessofthecountry。Forthesustenanceofthelifeofman，consistingonfoodandclothing，andbothofthemgottenoutofthosethingstheearthdothproduce，thefruitfulnessofthecountrycannotbutbeamightyhelpuntoit。Andifitfallouttobesogreatasitnotonlywellsufficethtomaintaintheinhabitantsthereof，butalsotosupplythewantsoftheirborderingneighbours，itservethourpurposesomuchthebetter。
